The person in this position will serve as Program Manager for a team of full-time support staff collocated with the Navy client at Naval Air Station Patuxent River. The person in this position performs program management tasks with accountability for cost, schedule, and performance. This person performs management, technical, business case analyses, analyses of alternatives for potential problem solutions. This person collects, completes, organizes, and interprets data relating to acquisition projects.

No slow dancing here. These readiness issues include 53 percent of Navy and Marine Corp aircraft unfit to fly, as reported by the Department of Defense in February this year.

So, there is earnestness in their efforts. The contract scope covers overall management of NAVAIR weapon systems through the entire acquisition and sustainment lifecycle. But, this is only the first dance. The NAVAIR dance card holds future OASIS-type solicitations for its other core competencies in delivering rapid-response services and solutions to the fleet; such as research and engineering, and logistics and industrial operations. There is an art and science to submitting a winning proposal. This includes understanding the 42 scoring element, the scoring algorithm to maximize your scoring potential, and having detailed knowledge of all 24 substantiating documents to build a compliant audit trail. NAVAIR is organized into eight "competencies" or communities of practice including: program management, contracts, research and engineering, test and evaluation, logistics and industrial operations, corporate operations, comptroller and counsel.

NAVAIR provides support people, processes, tools, training, mission facilities, and core technologies to Naval Aviation Program Executive Officers PEOs and their assigned program managers, who are responsible for meeting the cost, schedule, and performance requirements of their assigned programs.
